On April 10th, MCC1 launched the Specific Project to Establishment a Safe, Civilized and Standard Construction site in order to maintain a strict 'safety standard' in production and operations combined with new situations and features of current safety work.
This Specific Project lays down clear requirements to leading cadres at all levels and safety management departments of MCC, emphasizes that the leading cadres should pay close attention to the significance of safety work to production and operations, put 'two duties for one post' into practice and shoulder safety responsibilities concerning the lives of employees and state property. They should also earnestly implement security specifications and systems and consider all safety requirements as a program of action. The safety management departments at all levels shall strictly implement the 'all standing, zero tolerance, strict enforcement and results-oriented' check guidelines, maintain strict control, issue severe penalties, investigate and treat potential safety hazards and continuously exert efforts in civilized construction to promote the establishment of safe, civilized and standard construction sites.
At the project's kick-off meeting, the MCC1 Security Commission interpreted the major security issues with reference to actual cases and made seven specific requirements to promote the establishment: first, earnestly understand and implement the five functions of the Security Commission; second, carefully summarize, publicize and implement the new requirements of safety work by the State under new situations and create prevention measures and countermeasures; third, carry out all-round safety training; fourth, summarize and extract the experience of establishing safe, civilized and standard construction sites to achieve typical demonstrations and pattern-guiding; fifth, security departments at all levels shall intensify thorough inspections without missing any blind spots; sixth, reinforce punishments for potential safety hazards and incorrigible security issues; seventh, fundamentally guarantee the input of security arrangement costs and intensify supervision and inspection to the use of the security outlay.
