Belgorodenergo: net supply increased, losses decreased

Last year actual losses of electricity in grids of IDGC of Centre - Belgorodenergo division amounted to 6.68% of the supply to the grid. The amount of net supply reached 11,661 million kWh, an increase compared with 2015 of 318 million kWh.

In general, over the last five years the losses decreased by 0.8%. This was due to modernization of substation equipment and power lines, development of electric power metering systems, optimization of operating modes of grids, implementation of new energy-saving equipment and technologies.

Much work was done in terms of suppression of non-contractual consumption - one of the main components of excessive losses. In addition to direct economic losses, it increases the workload and reduces the quality of electricity supplied. Last year Belgorod power engineers revealed 677 facts of non-contractual consumption. In courts and pre-trial order from individuals and legal entities 19 million rubles were recovered. From other violators the debt will be levied compulsorily through the courts, with the laying of all the court costs on offenders.

In case of unauthorized connection to the grid, in addition to reimbursement of unjust enrichment, administrative responsibility is also provided for consumers in accordance with Article 7.19 of the Administrative Code of the Russian Federation. From 1 January 2016 penalties for illegal consumption of electricity were increased by several times: for citizens - up to 15 thousand rubles, for officials - up to 80 thousand rubles, for legal entities - up to 200 thousand rubles. And if there are sufficient grounds a person can be also held criminally responsible according to Article 165 of the Criminal Code of the Russian Federation.

To avoid repeated thefts special measures are applied to the worst offenders in the form of removal of electric meters at the boundary of balance participation and replacing lead-in wire with self-supporting insulated wire (SIW), almost completely eliminating the possibility of 'connection to bare wire'. The money saved as a result of the loss reduction program implementation is used for development of the grid infrastructure of the branch and solution of primary production problems.
