MRSK Tsentra PAO : IDGC of Centre effectively combats non-metered power consumption

IDGC of Centre continues to implement measures to curb non-metered and non-contractual power consumption. As practice shows, theft of electricity is often committed by interfering with the operation of metering devices for the purpose of adjusting their readings. For this unscrupulous consumers carry out various manipulations with seals installed in metering devices by state verification officers, controlling their condition and correct readings.

Damage from theft made in this manner may be calculated with considerable sums that will eventually have a negative impact on the quality of power supply to bona fide consumers as funds received from the sale of electricity transmission services IDGC of Centre forwards, including, to finance the core production activities. Therefore, the company is making every effort to detect, deter and prevent actions of energy thieves.

Raids undertaken by personnel of relevant departments of the branches give significant effect. Thus, the service area of IDGC of Centre - Kurskenergo division during the raids conducted by specialists of the security department and the unit for sale of services of the enterprise in the first half of 2016 12 incidents of unauthorized interference with the operation of meters were revealed: unreadable seals, mismatch prints of counterfeit lead seals with seals of state verification officers, violation of the integrity of warranty stickers. As a result of power engineers' requests to the authorized centre for standardization, metrology and certification it was established that they did not verified the referred meters. Taking into account the conducted recalculation, the total volume of non-metered electricity consumption, included in the productive supply, in the specific cases amounted to 646,781 kWh, the amount of damage caused to the company - 3.234 mln rubles. All these facts took place in the service area of Kursky Distribution Zone.

The power engineers took measures for violators. For a number of cases detected by the security unit of the Kursk branch of IDGC of Centre statements to initiate criminal proceedings under Art. 327 of the Criminal Code ('forgery, manufacture or sale of forged documents, state awards, stamps, seals, forms') were prepared and filed to the police. In addition, currently the branch as a third party is involved in the examination at the Kirov district court of the city of Kursk of the case filed under the suit of Branch Office 'KurskAtomEnergoSbyt' of PJSC 'AtomEnergoSbyt' against Private Entrepreneur S.M. Grischenko on a fact of non-metered electricity consumption. As a result of check of the metering device of the given consumer Kurskenergo's experts in January 2016 identified violation of the seal of the state verification officer, the amount of non-metered consumption was 87,281 kWh, the amount of damage - 0.436 mln rubles.

With leaders of the Department of Russian Ministry of Internal Affairs in the Kursk region representatives of the security unit of the Kursk branch of IDGC of Centre worked out the issues of coordination of joint actions for the identification and qualification of offenses in the area of ​​illegal consumption of electricity by natural and legal persons, as well as the consideration and adoption of procedural decisions under the statements filed by the branch.
