Frederick County Bancorp, Inc. announced that it has elevated longtime Executive Vice-President, Chief Financial Officer and Chief Operating Officer Bill Talley to the role of President and Chief Executive Officer. Talley replaces Marty Lapera who will retire effective March 31, 2019 to spend more time with family, traveling, and being an even bigger advocate for the Frederick community. Talley became Frederick County Bank's first employee in May of 2001 and has been an integral part of the bank's growth and success.

Lapera will assist with Talley's transition and the Frederick fixture will continue to serve as an asset for the bank over the next several months until his retirement in the spring. He will continue to represent FCB at events, engage with clients and prospects, and develop business and community relationships.
