Kangda International Environmental : Zhengzhou Xinzhongzhou No. 2 Sewage Treatment Plant Holds a Review Meeting on Modification of Pollutant Discharge Permit

On the morning of October 26, 2021, the Zhengzhou Xinzhongzhou No. 2 Sewage Treatment Plant (hereafter referred to as Xinzhongzhou No. 2 Plant) held a review meeting on modification of pollutant discharge permit at the plant conference room. Present were Leaders from Approval Section, Total Quantity section, Pollution Prevention Section, Hazardous Waste Section and Supervision Unit and other sections of Xinzheng Division of Zhengzhou Municipal Bureau of Ecological Environment, industrial review experts as well as Deputy Director of the Plant, Li Guanghui and Director of Operation Department of the Plant, Li Junxia.

At the meeting, Li Guanghui first reported each operation process and the effluent quality report, then the detailed information about the modification of the pollutant discharge permit to the expert group. After carefully listening to the report and reviewing the declared documentation, the expert group viewed the actual use of the Xinzhongzhou No. 2 Plant on site. After attentive inquiry and field inspection, the expert group highly appreciated the operation of the Xinzhongzhou No. 2 Plant and the effluent up to the standards, and put forward rectification opinions on the problems spotted at the site, suggesting that the plant should rectify the disorganized emission of exhaust to organized emission as soon as possible in accordance with the local requirements on atmospheric pollution control.

The modification of the pollutant discharge permits closely revolved around the management regulations of the pollutant discharge permit. All departments of Xinzheng Municipal Government attached great importance to the modification and thus arranged the Xinzheng Radio and TV Station to cover the whole process. The on-site operation and emission up to standard won unanimous recognition of experts and environmental protection authorities. Further work is proceeding orderly.

Through this review, it will further standardize the post-permit management of the Xinzhongzhou No.2 Plant and urge it to strengthen the environmental management and achieve effective control of production management pollution.

At present, the Ministry of Ecology and Environment is enforcing post-permit management to key emission institutions. Some of them were filed and punished successively for they failed to submit enforcement reports according to the management regulations of the pollutant discharge permit, which is an important warning lesson to each plant. As a key emission institution, sewage treatment plants must learn attentively the new Management Regulations of Pollutant Discharge Permit, understand, obey and uphold the regulations as well as effectively implement the new regulations.
