TATNEFT procurement system was ranked number one in 'National rating of procurement transparency'.

The Company was assigned the highest category 'Guaranteed Transparency' in the segment of commercial customers.

The highest appraisal of the TATNEFT's procurement activity received from the Russian Federation expert community was a result of the project teamwork in changing the procurement system of PJSC TATNEFT initiated by Nail Maganov, General Director of the Company. The approved in 2015 new procurement Standard cancelled 18 outdated regulatory documents in the field of logistics and changed over to the unified goods procurement Standard. From that moment, TATNEFT for the first time moved to the fully open electronic tenders breaking the monopoly of suppliers.

In fact, there was re-engineering of the entire TATNEFT's procurement system with introduction of the mechanisms of procurement categorization, delegation of authority and responsibility personalization, as well as the establishment of the TTU library (Technical Terms and Requirements for goods) .

Currently, the information core of the procurement system is the trade-purchasing platform (TPP 'TN'), which has 21,449 registered active suppliers with 6,262 of them registered in 2016. 4789 suppliers were involved in tenders for the supply of goods. There were 43,858 commercial offers received through tenders for goods procurement in 2016.

The procurement system reform is still underway: the open projects include the project to reorganize the structure of UMTO (Logistics Support Office) and UTNS (Tatneftesnab Office), the project to reduce procurement time, project to centralize procurement for TATNEFT Group of companies, and other projects in the area of reorganizing the supply services.

The project 'National rating of procurement transparency' is an independent research center in the field of continuous monitoring of the Russian market of public and corporate procurement in terms of transparency and guaranteed compliance with the law, revealing the collusion facts, minimizing corruption problems in government expenditures and identifying the most common divergences at the public market.

Every year since 2006, the Analytical Centre has been carrying out a benchmarking study of major governmental and corporate structures in order to assess the current level of transparency and efficiency of the procurement system of large public and corporate buyers, to establish the causes of the differences in the assessment, to identify and disseminate best procurement management practices.

In 2016, among the rating participants there were state and municipal buyers, including 70 largest state buyers of the federal level, 85 largest municipalities, as well as 71 customers, which activities are regulated by 222-FZ, and 117 commercial customers, operating in accordance with their own regulations. Thus, there are 426 clients, which participate in the ranking.
