Phase II Methanol Plant Fudao Company under China BlueChemical Ltd. experienced a long period operation for 300 days

On 21 May, at the shift meeting of methanol phase II, the team members were extremely delighted to see a 300 days of long period operation of the phase II methanol plant. This is another encouraging achievement this year for Fudao Company under China BlueChemical Ltd. since it saw a good start in the first quarter.

Since this year, the Company has fortified the basic management of the working teams and groups, strengthened the equipment management of "three determinations and one inspection (三定一巡)", refined the "list-based" management of potential risks, and strictly implemented the accountability system for, and improved the refined management of, safe production to lay a solid foundation for a long period of safe operation of the plant.

The Company comprehensively consolidated the equipment management of "three determinations and one inspection (三定一巡)" and the "list-based" management to collect the accurate real-time equipment operation data, and realize dynamic and visible equipment operation. Meanwhile, the Company standardized the equipment inspection procedures and reasonably carried out equipment replacement and maintenance, so as to achieve "same day maintenance" and "no repair". Comprehensive analysis and evaluation were conducted for equipment with high failure rate, especially the specific maintenance for key equipment. Specific maintenance plans were formulated and specific maintenance divisions were established with dedicated person in charge at all levels to ensure efficient and safe operation of equipment.

Through continuous study and innovation in the identification and management of potential risks, the Company comprehensively identified the potential risks that may exist during the operation of the plant, and organizes various professional technical personnel or uses advanced technological means to analyse, evaluate and identify these potential risks to improve the accuracy of early identification of the potential risks and avoid such risks before they materialised so as to "get the chaos under control before it devours us", and ensure the long period operation of the plant.

In order to fortifying the "defence line of accountability system" for safe production, the Company clearly defines the main responsibility of various departments for safe production, strictly implements the steps for risk management and control process and continuously carries out a series of activities for the promotion of safe production. The major sources of hazards are allocated to various areas of responsibility based on its responsibility system. The responsible persons of each area regularly conduct specific inspections to prevent the occurrence of major accidents and effectively prevent and eliminate the occurrence of the production safety accident.

In order to fortifying the " defence line for management" for safe production, the Company requires the responsible operational personnel to carry out technical disclosure and risk analysis and strengthens the management of the contractor's on-site operation. Focusing on comparable indicators for process design such as failure, issues, accidents and wearing-out, and historical operation data, the Company also carries out dynamic analysis for the indicators, strengthens the process lean management, prepares quarterly report on the bottleneck in plant operation and contingency plans for operation failure, and organizes implementation training for the staff and strengthens their capabilities in handling contingent events so as to practically ensure the safety and stability of plant production.
