VOLUNTARY ANNOUNCEMENT

APPROVAL-IN-PRINCIPLE BY THE COMMUNICATIONS AUTHORITY

TO FANTASTIC TELEVISION LIMITED FOR USING SPECTRUM

AS AN ADDITIONAL MEANS OF TRANSMISSION

This announcement is made by i-CABLE Communications Limited (the ''Company'') on a voluntary basis.

The board (the ''Board'') of directors (the ''Directors'') of the Company was informed by Fantastic Television Limited (''FTV'') that on 29 April 2021, pursuant to Conditions 10.2 and 30 of the domestic free television programme (''free TV'') service licence of FTV, the Communications Authority of Hong Kong (the ''CA'') granted an approval-in-principle (the ''AIP'') to FTV in respect of its application for using spectrum, on top of fixed network, as an additional means of transmission for the delivery of its free TV service (the ''Proposed Transmission Arrangement''). FTV, a private company incorporated in Hong Kong and holding a domestic free television programme service licence, is a consolidated structured entity of the Company and the Company holds 14.9% of its voting rights.

THE APPLICATION

In May 2016, the Government of the Hong Kong Special Administrative Region granted a free TV licence to FTV to provide free TV service in Hong Kong by using a fixed network as its transmission means.

In May 2020, FTV applied to the CA for the assignment of a digital terrestrial television (''DTT'') frequency channel (i.e. the 478-486 MHz band), on top of fixed network, to deliver its licensed free TV service. In view of the transmission capacity of the requested frequency channel, FTV has committed to providing a new digital TV programme channel on top of its existing two integrated Chinese and English channels upon use of spectrum (the ''Application'').

THE CA'S DECISION ON THE APPLICATION

The grant of the AIP by the CA would enable FTV to proceed with the preparatory work for the spectrum use and transmission network planning pending vacation of the relevant DTT frequency channel by 1 December 2021. The grant of the formal approval of the Application is subject to the fulfillment of FTV's commitments and compliance with the terms and conditions of the AIP and the CA's further review and final determination of the Application.

The Board will keep the shareholders of the Company and potential investors informed of any material development in connection with the above matter by way of further announcement(s) as and when appropriate.
