URBI COMMENTS THAT FITCH'S MEXICAN HOUSING INDUSTRY RATING WATCH IMPACTED THE PERFORMANCE OF ITS SHARES TODAY

The new National Housing Policy provides certainty and visibility in the strategic planning by ratifying the continuity of the rules of operations over a transition period of 24 months.

The Government's commitment provides more certainty to the operation and increases the company's confidence in maintaining a stable level of operations with positive cash flow generation.

clarify the benefits that the new National Housing Policy brings to the sector.

Mexicali, B.C., February 22nd, 2013.- Urbi Desarrollos Urbanos S.A.B. de C.V. ("Urbi" or the "Company"), a leading housing developer in Mexico, notes that Fitch's Rating Watch about the Mexican Housing Industry affected the performance of its shares today.

Urbi understands the uncertainty that Fitch's interpretations about the impact of the National

Housing Policy would have in the company's housing business and cash flow.

However, the company considers that this perception about the new policy is not totally precise, as it basically ratifies the strategic focus already known and grants certainty and visibility to the housing developers' strategic planning, by confirming that the rules of operation implemented by the previous Federal Administration will have a 24 months transition period.

This Government's commitment provides additional certainty to the operation and increases the company's confidence in maintaining a stable level of operation with positive and consistent cash flow generation over the next 5 years.

The National Housing Policy announced:

(a) Ratifies the permanence of the programs and incentives to support the industry in regards to Sustainable Developments and the Attention to Non-Affiliated workers

(b) Provides support to the industry by setting the goal of delivering over 500 thousand new homes per year, and

(c) Above all, provides additional certainty and visibility to the industry by giving notice of potential changes with a timeframe of 24 months, more than enough to make any adjustments or modifications that would be needed to its strategic planning

Urbi will seek a coordinated communication´s efforts between the Authorities and Canadevi to clarify the benefits that the new National Housing Policy provides to the sector.
